Yes, but if all of the Systems agree to remove you from power, if you refuse to leave office, that will be an act of agression against the Republic, all of the Systems will leave, accept for COuriscant, and a New Republic will be made with Every System that used to be in the old Republic.

He then exited his ship, and closed the loading ramp, he then entered the Senate Building, it was huge, there were thousands of people, there was a low humming sounds of people whispering.
